- Abstract
Education is a process carried out to develop one's potential and skills with the knowledge acquired. Surabaya City is one of the cities in Indonesia that manages its own education system by establishing the Sinau Bareng program. This program is supported by the Surabaya City Education Office and collaborates with teachers, students and the community to become tutors in the implementation of the program and was formed because it is in accordance with the current needs of the community to continue to improve the quality of education in Surabaya. The research method uses qualitative methods with a descriptive approach. Using the implementation model of George C. Edward III which states that there are 4 variables that affect the success or failure of policies, namely, communication, resources, disposition, and bureaucratic structure. Therefore, the purpose of this study is to deter-mine how transparent the implementation of the Sinau Bareng Program policy in Surabaya City is to teaching tutors and the effectiveness of the Sinau Bareng Program policy to tutors. The results showed that in terms of communication indicators, there was no policy transparency regarding the pro-gram, and also the lack of incentives for tutors to teach according to disposition indicators, which caused tutor enthusiasm to decrease when teaching the Sinau Bareng program. Although there has been no communication regarding the clarity regarding the policy of the Sinau Bareng program, this program still provides benefits to the people of Surabaya.
