Abstract

The Family Hope Program or PKH is implemented by the Government to reduce the poverty rate in Indonesia which is based on the Minister of Social Affairs Regulation Number 1 of 2018. The purpose of this study is to find out how the implementation of the Family Hope Program policy carried out by the Government in Gresik Regency, especially in Wadeng Village, Sidayu District using the theory put forward by George C. Edward III. The research method used is qualitative research with a descriptive approach. The technique in taking data sources uses purposive sampling. Data collection techniques using observation, interview and documentation techniques. Data analysis was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of this study indicate that the implementation of the Family Hope Program implemented in Wadeng Village has not run optimally in communication and resource indicators. In the communication indicator, the transmission process is still hampered because the Beneficiary Families (KPM) are technology illiterate. The clarity of communication between implementers has not been implemented optimally. In the resource indicator, there are obstacles related to authority that have not been carried out optimally in terms of monitoring and evaluation by PKH assistants.
