Abstract

This study aim is to understand how the implementation of traffic and road transportation policies based on E-Ticket in Surabaya City and what are the obstacles when implementing E-Ticket in Surabaya City. This research uses qualitative methods by conducting interviews, observations and especially data collection in all information, both oral and written, so that the data collected can be taken into consideration. This type of research uses Van Meter and Van Horn’s theory including resources, standards and policy objectives, characteristics of the implementing agency, inter- organizational communication, implementor attitudes, and socio-political economic conditions. This study resulted that E-Ticket is relatively effective in providing fast, easy, fair and transparent services. The implementation of E-Ticket itself can be considered effective, but public awareness is still lacking so that people still have a tendency to violate traffic regulations. Efforts made by the authorities in providing information about E-Ticket till do not cover the entire community, so that in the application of the new system there are still violations.
