- Abstract
This research aims to analyze the implementation of environmental policies in the Batu tourist city area, with a case study on the Paba Asri TPS3R program in Punten Village, Bumiaji District. This research uses a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation. The data were analyzed using the policy implementation model according to Van Meter and Van Horn’s theory. The results showed that the implementation of the TPS3R Paba Asri policy has been going well, although there are still some obstacles, such as lack of financial resources and infrastructure, unwritten SOPs, no disclosure of financial reports and low public awareness and participation. This study recommends that the Batu City government increase support and assistance to TPS3R managers, as well as conduct more intensive socialization and education to the community about the importance of sustainable waste management.
