Abstract

The Surabaya City Dispendukcapil is collaborating with local officials to implement SPBE through the Klampid New Generation (KNG) application to make population administration services easy and efficient. However, this application still faces obstacles, including: 1) lack of socialization from the kelurahan to the local RT, and 2) the kelurahan only gives access to one RT in each RW. This study aims to analyze and describe the implementation of SPBE policies through the KNG application in Gunungsari Village. Using a descriptive qualitative approach, the study focuses on George C. Edwards III's theory, considering variables such as communication, resources, disposition, and bureaucratic structure. Data collection methods include literature study, observation, and interviews, with analysis involving data reduction, presentation, and conclusion drawing. The study's main findings are: 1) Communication is ineffective due to lack of understanding among kelurahan employees, RT pilots' technological difficulties, and inconsistent socialization; 2) Resources are inadequate as RT pilots fail to convey KNG information to the community, and the kelurahan does not provide sufficient access or facilities; 3) Disposition is good with successful unification of thoughts and bureaucratic arrangements; 4) Bureaucratic structure is good with clear work agreements and effective task execution.
