Abstract

Gading Fajar, a bustling night market in Sidoarjo Regency, Indonesia, has become a popular destination for food, fashion, and entertainment. Despite its growing popularity, the area has faced challenges related to street vendor activity, including spatial planning issues and environmental concerns. To address these problems, the local government enacted Local Regulation No. 3/2016 on the Arrangement and Empowerment of Street Vendors. This research investigates the implementation of this policy in Gading Fajar using a qualitative approach. It analyzes the policy's effectiveness based on George C. Edwards III's criteria, which include communication, resources, disposition, and bureaucratic structure. Findings indicate that the policy has been hindered by factors such as inadequate communication, limited resources, lack of enforcement mechanisms, and inefficient bureaucratic procedures.The implementation of the policy involves multiple stakeholders, including the local government, Satpol PP, the village government, and the street vendors themselves. This research provides valuable insights into the challenges and opportunities associated with street vendor management in developing urban areas.
