Abstract

Parking problems such as illegal levies and unavailable parking areas that result in congestion are still one of the government’s tasks in finding the right solution to end this problem. Therefore, the Gresik Regency Government issued regional regulations and implemented e-parking machines, one of which was at the Gresik City Market, with the aim of avoiding parking leaks. However, the implementation of the policy has not been able to overcome the parking problem in Gresik City Market. This study aims to analyze the implementation of parking policies in an effort to increase local revenue (PAD) in Gresik Regency. The research method used is a qualitative method with a descriptive approach, the policy is tested using George Edward III’s policy implementation theory using four variables, namely, communication, resources, disposition and bureaucrat appointment. The focus of this research is parking management in Gresik City Market through E-Parkir machine. Data was collected through observation, interviews, and previous studies. The results of this study illustrate that the implementation of parking policies through the management of E-Parking machines in the Gresik City Market has not yet met the transmission indicators in the form of evenly distributed socialization, clarity regarding the procedures for using E-Parking machines, the authority of parking attendants, facilities in the form of guidelines for procedures for using e- parking machines. Based on the research findings, the researcher suggests that the Gresik Regency Transportation Agency should conduct comprehensive socialization in the form of direct or indirect and collaborate with the local Satpol PP and Police Sector (Polsek) to eliminate thuggery in depositing retribution.
