Abstract

The Sidoarjo local government has made efforts to reduce waste in the Jabon landfill. Based on Local Regulation No. 6/2012 on Waste Management and Retribution for Solid Waste/Cleaning Services. The Local Government tries to handle household waste and waste similar to household waste by sorting, collecting, transporting, processing and final processing of waste carried out by household waste to TPS / TPST will be the responsibility of the waste management institution formed by the village or RT / RW. Fulfillment of facilities and infrastructure at TPST is one of the main factors in supporting the successful implementation of the TPST policy based on Permen PU No. 3 of 2013 concerning the Implementation of Waste Facilities and Infrastructure in Handling Household Waste and Waste Similar to Household Waste. The purpose of this research is to analyze the implementation of waste management policies and facilities and infrastructure (Wonokupang Village Case Study). The type of research used in this study is a qualitative descriptive method using the G. Edward III theory including communication, resources, disposition, and bureaucratic structure. Daltile collection techniques were carried out by interview, observation, and notes. The dalton obtained in this study calme from secondary and primary dalta.l. The results of this research indicate that the implementation of the Waste Management Policy and Facilities and Infrastructure at the Wonokupang Village TPST has not run optimally. The communication that occurs is less than optimal, human resources are still limited, the budget resources obtained are still lacking, thus hampering the availability of infrastructure and waste management, there is a lack of consideration in decision making, and the bureaucratic structure also has a lack of implementation in the program due to a lack of involving the community in the management process.
