Abstract

The limitations of underprivileged people to realize having a livable, healthy and safe home is a complex problem. To deal with it, the Surabaya City Government through the Public Housing Office and the Surabaya City Social Service, issued Mayor’s Regulation No. 9 of 2022 and has been updated by Surabaya Mayor’s Regulation No. 35 of 2022 concerning social rehabilitation of uninhabitable houses with the Repair of Uninhabitable Houses (Rutilahu) program. This research aims to find out the policy implementation process. The method used is qualitative descriptive approach with Edward III theory which includes communication, resources, disposition and bureaucratic structure. This research applies interview methods and documentation studies in accordance with the research focus. Where data collection techniques through interviews, observations, literature studies, and documentation and data analysis techniques that use the miles and Huberman model. The results of this study indicate that the implementation has not been maximized and the socialization of this program is not running well. It is evident from the problems that exist in the implementation of the Rutilahu program in nginden village, namely communication, resources, disposition, and bureaucratic structure.
