- Abstract
Through an in-depth investigation of the practice of grassroots governance in the Soviet Union, it can be found that there is a lack of leadership at the grassroots level, and party members lose their ideals and beliefs; There is a high degree of centralization of power and a lack of broad participation by the people; The cadre team is seriously corrupt and lacks governance capacity; Governance relies on administrative means, and people replace laws; The failure to improve people's lives, the increase in social contradictions, and the low effectiveness of governance have provided a profound wake-up call for the leadership of the Communist Party of China to carry out grassroots governance.
