Abstract

The problem of the elderly is the lack of ability to meet the nutritional needs of the food consumed. In Wonorejo Village, there are poor elderly people, not working, and living alone so they need assistance in the form of food that can meet nutritional needs, with this a food program was formed. The research method uses a descriptive qualitative approach, focusing on the implementation model of George C. Edward III’s implementation model which includes communication, resources, disposition, and bureaucratic structure that affect implementation performance and is the basis for data collection. The result of this research is that Wonorejo Village has not fulfilled the indicators of good communication, namely transmission, clarity and consistency. As for resources, which include budget sources, in this case the salary of the sending officer, cannot be said to be feasible, because the amount is too small. Human resources in Wonorejo Village, namely sending officers, have not carried out their duties professionally. Disposition is going quite well but couriers need to apply a more friendly attitude when meeting the elderly. In the Bureaucratic Structure indicator, seen from the fragmentation dimension, it is not well coordinated, because there is no regular meeting.
