Abstract

The zoning policy is an effort by the government to improve the quality of education in Indonesia. However, the implementation of the zoning-based New Learner Admission (PPDB) policy has not accommodated all elementary school graduates in the region. This study aims to describe and analyze the implementation of the zoning PPDB policy at the junior high school level in Tambaksari District, Surabaya. The research method used is qualitative with a descriptive approach, collecting data through interviews and document analysis. The research focuses on six variables: policy standards and objectives, resources, social, economic, and political conditions, characteristics of policy implementers, attitudes of implementers, and inter-organizational communication and related activities. The results, based on Van Meter and Van Horn’s theory, indicate that the policy’s standards and targets do not align with the zoning PPDB goals. Dispendik’s resources are adequate, but SMPN 9 Surabaya and student parents face difficulties as not all prospective students are accommodated. The implementers’ characteristics show positive results, while the attitude variable indicates that Dispendik cannot provide adequate solutions. Inter-organizational communication is good, but social and economic conditions significantly impact students who fail to pass the zoning PPDB.
