Abstract

The governance process in designing and implementing policies must underlie every aspect of the functioning of a state and its institutions. However, governance processes often fail to produce results, especially for poor communities. This research aims to comprehensively understand policies that pro-poor communities in the Community-Based Drinking Water and Sanitation Program (Pamsimas) in Gunungkidul Regency, especially in Wareng village. This research uses a qualitative descriptive research method. Data was obtained through in-depth interviews with informants determined purposively related to understanding and involvement in the program. Apart from that, data collection is carried out through observation and documentation. The research results show that the Pamsimnas Program in Gunungkidul is not yet a pro-poor policy because the program's target is not specifically targeting the poor. However, in its implementation, this program has been able to increase community access to the availability of clean water. Various stakeholders have also shown their role and participation in program implementation. However, there are still several obstacles, such as the absence of a management body at the village level and limited funds for program management. However, this program has helped the community access water services at affordable costs.
