Abstract

The policy of empowering micro, small and medium enterprises (MSMEs) is the main focus as an effort to encourage economic development and reduce economic disparities in various regions. One of the initiatives that has been implemented is the People’s Business Credit (KUR) Application Program which is specifically aimed at the trade sector. This research focuses on the implementation of MSME empowerment policies in RW.06, Banyu Urip Village, Surabaya City. This research reveals how the KUR policy has been implemented, the extent of its impact on the development of MSMEs in the trade sector, especially the People’s Business Credit (KUR) application process using implementation theory by George C. Edward III. The research method used is qualitative research with a descriptive approach, while the technique for collecting data sources is through purposive sampling. Data collection techniques through the process of observation, interviews and documentation. The results of this research indicate that the implementation of the People’s Business Credit Program in RW. 06 Banyuurip Surabaya is not running optimally because even though communication clarity is optimal, the transmission process and consistency are still not optimal.
