Abstract

HIV and AIDS is one of the deadly and very dangerous diseases it is a serious problem for the Surabaya City government and must be addressed immediately. The Surabaya City Health Office said that 663 HIV cases had occurred in Surabaya City, East Java. According to data from the Surabaya City Health Office, one of the areas that has the highest rate in Surabaya City is Sawahan District. The purpose of this study is to analyze, explain and find out how policies and programs and the role of puskesmas in tackling the spread of HIV / AIDS in Sawahan. In the analysis, researchers used Edward III theory which includes 4 variables including communication, resources, disposition and bureaucratic structure. This type of research uses qualitative methods with data collection techniques of interviews and documentation. The results show that there are still many findings of HIV / AIDS cases in Surabaya, especially in the Sawahan area, there is still a need to increase factors that hinder the implementation of programs such as Infrastructure Resources and Financial Funds. There is also a need for additional personnel to support program to be carried out properly and Eliminate society’s negative stigma towards PLWHA.
