Abstract

The Food Estate Program, implemented intends to address the nation’s problems with food security. It was developed by the Indonesian government. From the 1950s onward, the government has introduced various large-scale food estate programs to increase food production for the community’s needs. However, based on some research, implementing government-led food estate projects has been criticized and negatively impacted the local communities. The research attempts to examine the implementation of the Food Estate Policy and its impacts on the rights of local communities, including a comparison between policies applied in other countries. The research method used is qualitative research, which bases its analysis on applicable laws and regulations relevant to the research focus. The results shed light on the complex relationship between the Food Estate Policy and the rights of local communities. While the policy promises economic growth and food security at the national level, its implementation often violates the land rights, cultural heritage, and socio-economic well-being of local indigenous peoples and smallholders. In conclusion, it is based on some of the policies that have been successfully implemented in other countries; A more inclusive and participatory method is required for the formulation and Use of application agricultural policies that are rooted in the normative principles of justice, equality, and human rights to promote sustainable agricultural development that benefits all stakeholders by prioritizing community empowerment and respecting their rights.
