COINFO 2023 was organised by Institute of Scientific and Technical Information ofChina (ISTIC), Peking University,Wuhan University,Xiong’an New Area Reform and Development Bureau, Xiong’an New Area Science Park Management Committee, and co-organised by Wanfang Data, and China Xiongan Group Digital City Company, with the participation of more than 300 experts and delegates from government, industry, academia, and research sectors. The main theme of COINFO 2023 is Science and Technology Information Resource Management and Services in the Age of Digital Intelligence. It offers a platform to discuss and exchange new ideas, strategies, and initiatives for the innovative development of scientific and technological information resource management and services in the era of digitalisation. The range of topics covered in the Proceedings of COINFO 2023 includes the theoretical and empirical papers on covering variety subjects of intelligent technology and methods of S&T information resource management, scenario-based application of S&T intelligence service, theory and practice of data element circulation, construction of S&T digital ecological partners, and construction of high-end exchange platform for national scientific research papers and S&T information, etc. There were 20 papers that were accepted after double-blind reviewed. We would like to thank all those who helped and supported COINFO 2023. The support of each individual and each organisation was very important for the success of this event. In particular, we would like to thank the Chairman, the Academic Committee, and the Organising Committee for their invaluable input, help, advice, and support in the organisation of the papers and the peer review process. Besides, we would extend our best gratitude to more than 60 experts who gave speeches including Zhu Ninghua, director of Xiong’an innovation and research institute under the Chinese Academy of Sciences, Ma Feicheng, senior professor of Humanities and Social Sciences at Wuhan University,Chen Chao, director of Shanghai Library (Institute of Scientific andTechnical Information of Shanghai), andWang Ruidan, deputy director of the National Science & Technology Infrastructure (NSTI), for their valuable contribution for sharing ideas and knowledge in the COINFO 2023. The China Science and Technology Information Resource Management and Service Annual Conference (COINFO) has been successfully held for 15 times so far, which has had a wide impact in the industry.We sincerely hope that COINFO 2023 could promote the development of intelligent technology innovation and data elementalisation, empower the scenario-based application of intelligence services and integrate advantageous resources. We also hope that the future COINFO conference will provide an opportunity for practitioners from various fields of science and technology information to communicate in order to make progress together.
