Abstract

As one of the data elements, the market-oriented allocation of scientific and technological data elements plays an important role in promoting technological self-reliance and self-improvement. Based on theories such as market-oriented allocation of data elements, this study constructs an analysis framework for the market-oriented allocation of scientific and technological data elements. Taking Shandong Province as an example, the current situation of scientific and technological data in Shandong Province is summarized from the aspects of overall planning, basic element situation, configuration process and mode, and the advantages and shortcomings are analyzed. Finally, countermeasures and suggestions are proposed to promote the collection of scientific data, strengthen the construction of scientific and technological data entities and carriers, strengthen the formulation of policy standards, and strengthen supervision.
