- Abstract
Citizenship as an interaction between citizens and the state is bound by a reciprocal contract of rights and obligations. Few have raised the voices of rural citizens about their views and priorities regarding rights and obligations. The qualitative study was conducted by interviewing three family strata [upper, middle, and lower]. The view of rights and obligations is considered sufficient and appropriate to be embodied in the law. However, in daily life, the conditions are still far from fair, especially for the lower classes. Obligations still take precedence over rights, committed to carrying out sincerely, fully, obediently, and in an orderly manner towards rights and obligations. The government is obliged to fulfill the rights of rural citizens, by ensuring the availability of supporting service facilities, so that rural citizens can fulfill their rights and obligations.
