Abstract

Demographic, political, and socio-cultural changes in Papua have caused relatively poor conditions in Papua. Most Papuans still live in a poverty trap, despite the positive contribution made to the service sector in both rural and urban areas, the trend of elasticity of poverty growth has not changed in this period. In addition to poverty, health and education conditions in Papua are still low compared to other provinces in Indonesia. This research takes a qualitative approach using in-depth interview methods, participatory observation, and content analysis to explore the views of people in Papua regarding the meaning of special autonomy. The perception of special autonomy in Papua is often interpreted from the point of view of academics, government bureaucracy, and political practitioners. The concept and perception of special autonomy by academic, bureaucratic, and political practitioners have been widely discussed in public debates that only bring up theoretical views. The main contribution of this paper is to express the hope of the grassroots community to pay more attention to the elaboration of development policies in implementing the special autonomy law in Papua. Their perception of special autonomy is a rationale for formulating genuinely pro-indigenous Papuans’ development policies.
