Abstract

Medingbaro National Strategic Area is uneasily formed by joined efforts in the areas of Medan, Binjai, Deli Serdang, and Karo. The focus of this study is on the various obstacles faced when creating this area. A qualitative approach applying a comprehensive literature evaluation was done to collect important related facts and information. Sectoral egos of the local governments, uncoordinated legislation, and a deficiency of initiators and facilitators were three identified critical issues, hampering the coordination. As Mebidangro region is prepared to be a national economic growth hub, active participation from the government and community is very important.
