Public Policy and Scientometrics of Dissertations in Computer Science: Russian Authors' Indexing in the Web of Science/Scopus Databases

- Abstract
The work is aimed at studying the dynamics of scientometric indicators of Russian science in the last 5-10 years. We observe a strong increase in the number of Russian works indexed by the Web of Science (WoS) and/or Scopus databases, and this trend is the result of special government projects. Our analysis of defended dissertations in the areas of Mathematical Modeling, Numerical Methods and Scientific Software shows active transition to publications in journals indexed by WoS/Scopus in all regions of Russia. These changes are due, in particular, to the rapid growth in the number of Russian scientific journals indexed by international bibliographic databases.
