Proceedings of the 2nd International Conference on Law Reform (INCLAR 2021)
In the name of the International Conference Committee, we present with honor the Proceeding of the 2nd International Conference on Law Reform (2nd INCLAR) 2021 under the main topic "Narrating Law Reform in Asia: Between Fulfilling Human Rights and Restorative Justice". This International Conference was held on 25 September 2021, Malang, East Java Indonesia. This Proceeding is the scientific asset for Law Reform in Indonesia. We do hope that this 2nd International conference's proceeding can enrich law science as well as become a meeting point for academics, practitioners, and observers.
The 2nd INCLAR was collaborated with Universitas Muhammadiyah Surabaya, Universitas Islam Jakarta dan Universitas Negeri Gorontalo. The 2nd INCLÅR was attended by participants from various countries such as Australia. Virginia, Algeria, South Korea, India, Malaysia and Indonesia.

Prof. Hikmahanto Juwana (University of Indonesia), Dr. Hilaire Tegnan (William and Mary Law School), Dr. Petra Mahy (Monash University), Dr. Muhamad Helmi Md. Said (Universiti Kebangsaan Malaysia), 5 Assoc. Prof. Dr. Fifik Wiryani (University of Muhammadiyah Malang), and Dr. Catur Wido Haruni (University of Muhammadiyah Malang). We also thank all Committee that held this international conference. We hope International Conference on Law Reform will be held annually by the Faculty Of Law, University of Muhammadiyah Malang.

Welcome to the 2nd International Conference Held by the University of Muhammadiyah Malang with the theme Narrating Law Reform in Asia: Between Fulfilling Human Rights and Restorative Justice. This International aims to discuss how to contribute to the development of legal policies through the Strengthening of human rights. And also to contribute ideas that can be used to formulate national law both in Asia and internationally, Last, Reveal thoughts and provide alternative solutions to global problems in the field of law especially in the new normal era. The participants in this activity were both from outside and within the country. For publication in this activity, namely reputable journals and proceedings at Atlantis Press, The Speakers are Prof. Hikmahanto Juwana (University of Indonesia), Dr. Hilaire Tegnan (William and Mary LaW School), Dr. Petra Mahy (Monash University) Dr. Muhamad Helmi Md. Said (Universiti Kebangsaan Malaysia) 5. Assoc. prof. Dr, Fifik Wiryani (University of Muhammadiyah Malang) and Dr. Catur Wido Haruni (University Of Muhammadiyah Malang). I would like to say thank you very much to the entire committee of this international conference who had extraordinary work to prepare this occasion and especially to the Dean of the Law Faculty University of Muhammadiyah Malang.
