In the name of International Conference Committee, we present with honor the Proceeding of the 1st International Conference on Law Reform (INCLAR) 2019 under the main thopic “The Rule of Law, Democracy and Human Right: National Legal Reform in South East Asia”. This International Conference was held on September 24-25th, 2019 at Punama Hotel, Batu City, East Java Indonesia. This Proceeding is the scientific asset for the Law Reform in Indonesia. We do hope that this 1st International conference’s proceeding can enrich law science as well as become a meeting point for academics, practitioners and observers.

The 1st INCLAR 2019 was collaborated with Universitas Muhammadiyah Tangerang, Universitas 17 Agustus Surabaya, Sekolah Tinggi Ilmu Hukum Sumpah Pemuda, Universitas Sang Bumi Ruwai Jurai Lampung, Universitas Ahmad Dahlan, Universitas Muhammadiyah Jakarta, Universitas Islam Jakarta, Universitas Borobudur, Universitas Muhammadiyah Cirebon.
