- Abstract
The background of this research started from the limited observation conducted by researchers to understand the extent of the implementation of the program on institution non-formal education. The facts on the ground indicate that there are many improvements that need to be done in implementing non-formal education program. The community need greater access to obtain education, so the role of education should be increased. A Government has a responsibility in advancing education, support it by issued a policy and regulation to push professionalism work of manager. This research aims to analyze the supervisor and manager as well as the institutional role and nonformal education program matters relating to the duties and obligations in the nonformal education. In addition, this research also analyze the extent to which the organization of nonformal community based programs that do. Researchers make Manager of Community Learning Activity Centers and Smart House as the subject of the research to obtain accurate data
