- Abstract
The employment problems of Indonesian Migrant Workers are very complex. One of the problems is the complexity of the bureaucracy to manage work permit documents. This process requires a lot of time, money, and effort, potentially making migrant workers choose to work unprocedural. To resolve the problem, The Ministry of Manpower makes innovations in the form of one-stop integrated services to improve governance services. This form integrates various departments to create easy, cheap, and safe services for people interested in working abroad. However, the implementation of the one-stop integrated services policy was not as smooth as expected because of various obstacles. This article tries to analyze the implementation gap that rises at one-stop integrated services in Tulungagung regency. Researchers use Grindle's policy implementation theory which discusses implementation based on the content of policy and context of implementation to formulate the existing problems. The results showed that three factors hindered the implementation of policies at a one-stop integrated service, such as policies of each department, adequate resources, and lack of coordination.
