Abstract

The paper thinks that the protection of intellectual property rights system is not perfect, the technology innovation itself is a risk activity, technological innovation of private enterprise talent shortage as a result of technological innovation of private enterprise lack of motivation, by increasing the protection of intellectual property rights, through the sharing mechanism weaken the risk of technological innovation of private enterprises and the establishment of a disciplinary system to enhance the technology innovation intention of private enterprise.
