Proceedings of the International Conference on the Development of Education in Eurasia (ICDEE 2019)
It is our great pleasure to welcome each and everyone at the International Conference on the Development of Education in Eurasia (ICDEE 2019), taking place on April 4-5, 2019 at the Institute of Education Management of the Russian Academy of Education in Moscow, Russia.
The scientific conference is a platform for discussing current trends in the development of education in the countries of Eurasia. In particular, the conference addresses issues related to the assessment of the quality of general education, including law enforcement and regulation of educational authorities’ activities in the field of assessing the quality of general education. The conference participants also present their research on the state of regional education systems and experience in building regional systems for assessing the quality of general education, using the example of a number of constituent entities of the Russian Federation. The goal is to identify features and problems in the regulation of the activities conducted by education authorities in the field of assessing the quality of general education.
As a result of the research conducted on the monitoring of public inquiries (citizens' appeals), the main issues in the general education system that require management decisions at various levels have been identified and structured. The conference considers recommendations for the development of mechanisms and tools for making management decisions in terms of improving the general education system in the Russian Federation at the federal and regional levels. Conference participants also consider the potential of diagnostic tools in the system of general education, conduct a typology of public inquiries, and analyze inquiries established through citizens' appeals.
The conference is going to hold a discussion on the formation of recommendations developed on the basis of public discussion. In particular, participants will focus on the following topics: monitoring the quality and safety of products; implementation of regional and municipal programs to improve the organization of food in general education institutions; training, retraining, and advanced training of personnel in the field of catering in general education institutions; activities at internship sites, resource and other methodological and consulting centers to improve the organization of nutrition in educational institutions.
The conference participants also consider the problems of locating educational infrastructure facilities and the mechanisms for providing educational services in the constituent entities of the Russian Federation, including priority areas and territories of advanced development, taking into account the need to ensure the state guarantees of access to education in the implementation of territorial planning (including taking into account the characteristics associated with indigenous peoples of the North, Siberia, and the Far East, nomadic peoples, etc.).
More than that, the conference addresses the design and implementation of the professional standards of school leadership in Russian and international practice. The conference participants focus on the requirements for educational organizations and the professional qualities of their leadership that have changed in the Russian Federation and abroad. In addition, the concept of selection, recruitment and support models for managers in career phases, types of basic education, strategies for managing the professional development of the school leader are to be analyzed and discussed.
The issues of integration of educational practices in Russia, China, Hong Kong, Taiwan, school development, national standards for the quality of education, international recognition of qualifications and the dissemination of best practices for improving the quality of education are also among the top priorities of the conference. Using the example of empirical studies on the relationship between cross-border higher education and quality assurance, the whole complexity of the regionalization of higher education in the countries of Southeast Asia (Indonesia, India, Malaysia, the Philippines, Thailand, and Vietnam) is discussed and analyzed. This comparative analysis enables us to understand the roles, functions and influence of higher education internationalization and regionalization.
The conference has the following sections:
1. Actual mechanisms for making management decisions in the modernization of general education.
2. Assessment of the quality of education: a mechanism for improving the system of general education.
3. Issues of developing a healthy lifestyle among the younger generation in the general education system of Russia. Technologies of health protection of children in the general education system (on the example of catering at school).
4. Education management and quality assurance: infrastructural development perspective.
5. Professional standard as a driver of school leadership development.
6. Network development of private schools in China.
7. Problems in the development of international educational law.
8. China's national standards for the quality of vocational training (普通高等学校本科专业类教学质量国家标准》
9. Internationalization of quality assurance in higher education and cross-border accreditation in Southeast Asian nations.
A total of 342 applications were received from countries of the Commonwealth of Independent States and China. We carefully reviewed all of them and invited 55 participants to join us in Moscow, Russia. Additionally, we accepted a total of 32 best papers to be published in our conference proceedings. All the papers accepted for publication correspond to the conference profile and reflect theoretical and empirical results of independent research projects. At least two experts rigorously reviewed each papers, and the team of editors carefully compiled them into one volume. We hope that the papers included in this proceedings will provide new insights and ideas for the readers and other researchers interested in studying the development of education in Eurasia.
