Website: http://www.icbis.cn The Organizing Committee of ICBIS 2023 is proud to present the Proceedings of the 2023 2nd International Academic Conference on Blockchain, Information Technology and Smart Finance (ICBIS 2023), held via virtual form in Hangzhou, China, from February 17 to 19, 2023. The Conference is an international forum for the presentation of technological advances and research results in the fields of blockchain, information technology and smart finance and other related fields and technology involving their advanced applications. The Conference brought together leading researchers, engineers and scientists in the domain of interest from around the world to share and publish research results and discuss the best contributions to developing science through research. The delegates had a great opportunity to share knowledge during keynote speeches, oral and poster presentations, to initiate discussions on topics that are of interest to the Conference attendees. During the keynote speech part, the Conference was very active and heated discussions continued during the breaks. Among them, Assoc. Prof. Tomoki FUJII (Singapore Management University, Singapore) made a report: Can Digital Finance Promote the Low-Carbon Transition? Evidence from China. Using panel data of Chinese cities from 2011 to 2019, his report analyzes the impact of digital finance on low-carbon transition derived from a super slack-based model data envelopment analysis. He finds that digital finance promotes low-carbon transition, and this finding is robust with respect to the choice of sample, potential presence of measurement issue, choice of study period, presence of other policies and potential endogeneity, among others. He also finds evidence for impact heterogeneity across locations and by the level of low-carbon transition. About 160 manuscripts have been accepted by our expert reviewers. By submitting a paper to ICBIS 2023, the authors understood and agreed that papers would undergo a rigorous peer-review process. Manuscripts were reviewed by at least two independent, qualified experts in the field selected by the Conference Committee, who took detailed comments and the authors would submit a revised version in which these feedbacks were taken into consideration. The Committees of ICBIS 2023 invested great efforts in reviewing the papers submitted to the Conference and organizing the sessions to enable the participants to gain maximum benefit. We would like to thank the organization staff, the Committee members, all the reviewers and everyone who had worked for and lent a hand in reviewing papers and making valuable suggestions for the improvement of the Conference.
