Proceedings of the Fourth Symposium on Disaster Risk Analysis and Management in Chinese Littoral Regions (DRAMCLR 2019)
The Risk Analysis Council of China Association for Disaster Prevention was issued a registration certificate by the Ministry of Civil Affairs of the People's Republic of China on September 12, 2003, and was announced in Beijing in August 2004. It is a national academic organization engaged in multidisciplinary risk analysis research in China. It extensively unites risk researchers from all walks of life to raise the burden of risk analysis and management in China.
China has a long coastline, more than 18,000 kilometers of continental coastline, and more than 3 million square kilometers of blue land area. China's coastal areas have 14 first-level administrative regions including the Yangtze River Delta, the Pearl River Delta and the Beijing-Tianjin-Hebei economic zone. They have 50% of the country's population and 80% of GDP. They are the most developed and densely populated country in China. Since the reform and opening-up 40 years ago, China's coastal areas have witnessed rapid economic growth, accelerated urbanization process and increasingly fragile ecological environment, which have brought a series of natural disasters, accidents, public health events, as well as economic, financial and social security risks, and posed a serious threat to the lives and property of the people and social and economic development in the coastal areas. In recent years, along with climate change and sea level rise, the disaster risk situation in coastal areas is becoming more and more serious. With the implementation of the "one belt and one way" strategy, new requirements have been put forward for the risk analysis and management level of coastal areas.
In order to reduce the urgent needs of various risks in China's coastal areas, following the successful holding of three academic symposiums on Risk Analysis and Risk Management in China's coastal areas in Shanghai in 2011, Haikou in 2014 and Shanghai in 2016, the Risk Analysis Council of China Association for Disaster Prevention held the Fourth Symposium in June 2019 in Qingdao, a beautiful coastal city. The meeting was jointly sponsored by the Institute of Geophysics, China Earthquake Administration and the Saifeite Engineering Technology Group Co.Ltd.
Founded in 1950, the Institute of Geophysics, China Earthquake Administration is a social welfare national scientific research institution with a history of nearly 70 years. It is an important part of the public welfare research institution in the national innovation system and the main body of scientific and technological innovation in the national earthquake prevention and disaster reduction work. Taking earthquake breeding and occurrence mechanism, earthquake disaster prediction and engineering application as the main research fields, basic research and application related to geophysics are carried out, with emphasis on strengthening the construction of four dominant disciplines of seismology, geophysics, geomagnetism and engineering seismology, as well as two bases of observation and experiment. At present, there are four academicians of the Chinese Academy of Sciences, one academician of the Chinese Academy of Engineering, three academicians of the Third World Academy of Sciences, 46 researchers and 96 deputy senior titles. They are the first batch of master's, doctoral degree conferring units and post-doctoral mobile stations approved by the State Council. Through interdisciplinary research, the Institute compiles the Seismic ground motion parameters zonation map of China, studies the key technologies of sea area seismic zoning, studies on the rapid determination technology of source parameters, methods and techniques for determining ground motion parameters in major engineering designs, studies on seismic safety problems in nuclear power plants, lifeline engineering seismic analysis methods and techniques, and key techniques for quasi-real-time disaster assessment based on seismic parameters. The application of scientific and technological achievements, which have important influence at home and abroad, has been achieved in the fields of technical research, transformation and service of scientific and technological achievements, providing important scientific and technological support for earthquake disaster risk breeding environment, risk assessment and risk management, and continuously promoting the development of earthquake prevention and disaster reduction in China.

The theme of this session is “Promoting scientific achievements transformation, Mitigating coastal disaster risks”. The conference attracted enthusiastic management experts, risk management entrepreneurs, and risk management government officials engaged in risk science research, risk system management, and risk technology development, and focused on meteorological disaster risk analysis and emergency response, earthquake disaster risk analysis. Academic exchanges were conducted with areas such as emergency response, coastal city disaster risk analysis and management, production safety and risk prevention, big data applications, Belt and Road geo-security and financial risk prevention. Forty-five papers submitted in full and rigorously reviewed are now included in the collection of papers for this session.
