- Abstract
Scientific and technological innovation is the key factor that determines the country's comprehensive national strength and international competitiveness. Talent is the first resource for scientific and technological innovation. The red tape in the field of scientific and technological innovation management restricts the innovation vitality of talents and is the key core reason hindering the improvement of national scientific and technological innovation efficiency. This paper studies the origin of the concept of " red tape", analyzes its impact on scientific and technological innovation, emphasizes the importance and urgency of cutting down red tape in the field of scientific and technological innovation management, explains the essential causes of red tape, and puts forward countermeasures for cutting down red tape. In order to provide a reference for rule makers and implementers in the field of scientific and technological innovation management to make up their minds and make great efforts to cut down red tape and create an efficient and dynamic scientific and technological innovation ecosystem.
