Website: http://www.ichcce.org We are pleased to present this Proceedings of 2023 5th International Conference on Hydraulic, Civil and Construction Engineering (HCCE 2023), which took place in Changsha, China, from December 15th to 17th, 2023. The Proceedings cover a broad range of topics concerned with researches in hydraulic, civil, and construction engineering: Water Project and Management, Structural Seismic Design, Structural Monitoring and Control, EngineeringQuality Appraisal, Intelligent Construction, Urban Planning and Design, etc. The technical program actually started on the morning of December 16th with an opening address delivered by ProfessorMingfeng Lei (Central South University, China), and several reports made by various renowned professors, including Damage Ratio Strength Theory and Its Applications performed by Professor Faxing Ding (Central South University, China), Application of Dynamic Stiffness Method in Full-Frequency Vibroacoustic Analysis in Rail Transit by Professor Xiang Liu (Central South University, China), Applications of Mechanical Metamaterials in Civil Transportation by Professor Xin Ren (Nanjing University of Technology, China), and Research and Application of High-Performance Ceramsite Concrete Technology by Associate Professor Jing Liu (Hunan City University, China). The Conference was closed with an academic investigation on the afternoon of December 17th. The Conference was indeed very successful! National and international leading scientists and scholars have gathered at HCCE 2023 and created a stimulating scientific atmosphere for themselves and for the young researchers. HCCE 2023 promoted the development and application in the fields of and related to hydraulic, civil, and construction engineering and fostered the industrial cooperation of academic achievements. We would like to acknowledge everyone who contributed to the success of HCCE 2023. We would like specifically to thank the speakers, organizers, and the conference secretary, who helped in various ways and contributed in a very significant manner to the success of the Conference.
