Russia Yet Can Not Accelerate Development

- Abstract
The citizens of any country in the world dream of living in a prosperous country. The Russian political leadership is aware of these aspirations of the population and is trying to change the situation for the better: "It is investments in people that are the priority of public policy and the priority of state budget expenditures" [1]. With a view to implementing the breakthrough scientific, technological, and socio-economic development of the Russian Federation, increasing the population of the country, improving the living standards of citizens, creating comfortable living conditions for them, as well as the conditions and opportunities for self-realization and the disclosure of the talent of each person, President of Russia V. Putin signed a decree "On national goals and strategic tasks of the development of the Russian Federation for the period until 2024" on May 7, 2018. However, the poor implementation of the "Strategy for the socio-economic development of the Russian Federation until 2020," the priority national project "Affordable and Comfortable Housing for the Citizens of Russia" and other approved but unfulfilled plans and programs do not inspire optimism. In this article, the authors have attempted to show why Russia can not yet become a prosperous country, developing the economy and the social sphere in such a way as to meet the criteria of a developed state.
