- Abstract
Against the background of declining fertility rate, China has proposed the “three-child policy” to encourage childbirth. Based on the existing literature and combined with the investigation results, this paper analyzes the development process, current situation and characteristics of infant care in China. The development of infant care service in China has experienced a process from private initiative to government leading, and from market leading to government leading. At present, China’s infant care services for children aged 0-3 years are mainly divided into public welfare and non-public welfare. Infant care is still faced with problems such as unbalanced service supply and demand, imperfect personnel training system, emphasis on early education and neglect of care, and difficult sustainable operation of universal care. In view of the above problems, this paper puts forward countermeasures and suggestions to adapt to the “three-child policy” as soon as possible from the aspects of departmental linkage, community operation, talent training and talent pool construction.
