- Abstract
Using dynamic DEA and the three stage DEA method ,we evaluated the operating efficiency of the insurance premium subsidy funds in the provinces, municipalities and autonomous regions in China during 2008-2012. In the process ,we selected the 31 provinces, municipalities and autonomous regions as decision making unit (DMU) of the DEA model, and selected financial subsidies total and farmer individual capture to expend as input indicators, selected the insurance depth, insurance density, insurance and the proportion of crop reparations for as output indicators. Then, we can selected the rural household income, the average length of schooling of the rural household labor force and affected area as environmental variables. Results showed that 1) The environmental variables have a significant impact on the efficiency of subsidy, and should be studied by the method of the three stage DEA; 2) The efficiency of insurance premium subsidies for planting industry in all provinces is different; 3) Dynamic DEA calculation results show that the efficiency of the insurance premium subsidies in various provinces of the planting industry also has a significant difference. On the basis of these results, we give the relevant policy recommenda-tions.
