- Abstract
The article discusses the features of assessment and management of the non-observed economy at the regional level. The authors classify existing methods into micro (or direct) methods and macro (or indirect) methods. It also describes the main characteristics and limitations of these methods, which do not allow to apply some of them at the regional level. The article discusses in more detail the method of electricity consumption, which is based on physical indicators and its application is possible both at the regional level and at the level of individual industries. There are three approaches to the definition of a non-observed economy: single elasticity, low elasticity, and general elasticity. The results of experimental studies are presented as an example of calculating the indicators of electricity consumption, gross regional product growth and the dynamics of the non-observed economy for 2014–2018 for the Amur region.
