- Innovation, alongside with the accumulation of physical and human capital, is known to be a universally recognized factor of economic growth. In Russia, the innovation activity is developing with a certain lag as compared with the developed countries of the world. This article is devoted to the analysis and efficiency evaluation of regional expenses for scientific and innovation activity by the example of regions of the Central Federal District of the Russian Federation. The main objective of the study is to identify trends and the interrelationship between the magnitude of expenses for scientific and innovation activity in the Central Federal District regions of the Russian Federation, and the economic return on these expenses. To achieve this objective, the author in the course of the analysis has revealed the nonuniformity of the level of expenses by the Central Federal District regions as well as the irregularity and spasmodic nature of the effect of economic returns received by the regions. Based on the study, basic results have been presented and substantiated.
