Abstract

This paper argues that the concepts of import substitution and competitiveness do not contradict each other. Import substitution can manifest itself as a result of domestic businesses successfully competing against their foreign counterparts. We herein suggest it is only logical to view the interrelation of import substitution policies and economic competitiveness in the context of an institutional approach. It is argued that import substitutions in Russia's agricultural sector are imperative as they are part of the country's food security strategy.
