Abstract

General elections are one of the indicators of democracy in a country. Several factors make general elections in a country considered democratic. One of the factors is the general election system. The Constitution of the Republic of Indonesia does not implicitly stipulate the adopted legislative general election system. Constitutionally, the general election system for the House of Representatives regulated in the Constitution of the Republic of Indonesia is proportional. Theoretically, a proportional system has two variants, namely a closed proportional system and an open proportional system. Many considerations emerged from the two systems, some experts say that the open proportional system is more democratic, but some experts say that the closed proportional system is more effective. Some experts also say that the general election system is an open legal policy from legislators. Unlike the general election for the Regional Representative Council using a multi-represented district system, where each district will be represented by four representative members. Participants in the election for the Regional Representative Council are individuals, and the goal is for the Regional Representative Council to have independence in making decisions.
