- Abstract
The fishing community in Koto Tangah Subdistrict, Padang City still uses trawl in fishing. Regulation of the Minister of Maritime Affairs and Fisheries No. 71 of 2016 as the rule that emphasizes prohibition of the use of trawl is not understood by the public. Communication that has been carried out by the Padang City Maritime and Fisheries Department (DKP) has not succeeded in changing their understanding. This study aims to determine the factors that influence the implementation of Padang City DKP communication strategy in the imple-mentation of policies on the prohibition of trawling use in Padang City. The method used were observation, interview and documentation study. The results showed that the communication strategy used by the Padang City DKP was not effective in changing the opinions and behavior of fishermen. Communication strategies have not used media indicators. In the implementation of the communication stra-tegy there are several factors that influence the Padang City DKP in achieving communi-cation objectives. Supporting factors are expert human resources, sufficient funds and available facilities. While the inhibiting factors are the low level of fishermen education, absence of means in the form of media in communication, negative public response and the unchanging and egocentric fishermen behavior.
