Abstract

With the continuous globalization of network information, it is urgent to prevent terrorist attacks in the field of nontraditional security. Because cyber terrorist attacks will occur in a very short time, it will become very difficult to establish the subject identity of belligerents in cyber terrorist attacks and the application of the basic principles of war law in cyber terrorist attacks. It is very important to clearly define cyber terrorist attacks and find a way to deal with them.
