- Abstract
This study aims to analyze the root of the problem of the community’s low participation in tourism activities on Bangka Island; East Likupang Sub-District; North Minahasa Regency; North Sulawesi Province; Indonesia. This study was a descriptive study using a qualitative approach. The research method used was a Case Study conducted on Bangka Island of East Likupang Sub-District. The study was conducted from July to December 2011. The Primary data were obtained by observation; interview; and Focus Group Discussion (FGD) techniques; while secondary data were obtained by collecting documents through institutional surveys. Respondents were determined by purposive sampling technique according to the purpose of the study. Data analysis used was qualitative analysis. The results of the study showed that community participation as key stakeholders in tourism management was still low. It was indicated by the lack of manpower employed in resort businesses. The low participation of the community was caused by three factors: the lack of human resources quality which implied by poor understanding and skills; lack of capital; and lack of the role of government in community empowerment.
