- Abstract
In the digital economy, information became the major leading commodity that is freely available on the market. However, this type of information, such as personal data, is an essential element of a person’s private life, and therefore the state should ensure the protection of such information by means of legal norms. In the situation when the foreign doctrine issues of legal protection of personal data are developed, the degree of study of this topic in the Russian Federation is very modest and limited. The purpose of this research is to analyze the world experience and apply it on the territory of the Russian Federation for further improvement of legislation. As a result, it is proved that the aspects of privacy in General and the protection of personal data should be taken into account when developing a regulatory framework aimed at regulating relations in the digital economy. At the same time, it is important to find a balance with regard to the processing of personal data and establish rules that allow not only the free provision and use of electronic communications services, but also respect the right to respect for privacy.
