Abstract

Islam has a distinctive social security system. Social security refers to the fulfillment of basic human needs (al-haajat adh-dharuriyyaat) which it is the purpose of the existence of a state and the purpose of the shariah itself. The social security system developed by the developed countries is good, but it has weaknesses. This research aims to develop the concept of measurement of socio-economic security system in Islam with Hadd Al Kifayah approach in order to meet the principle of fairness in welfare in particular on the standard of a decent living need. The research approach used is qualitative descriptive by using a number of literature review, in depth interview on some expert informants, and equipped with market survey on basic needs. The results of this research show that there are several measures in the fulfillment of social security system based on the concept of Hadd Al Kifayah as a self-criticism measure of decent living needs (KHL) currently in Indonesia is still not ideal.
