Abstract

One of the medical supplies and facilities given to mother and children is for reproductive health. Its aim is to ensure appropriate, safe and reliable reproductive health supplies and facilities that enable mothers to give birth to healthy and qualified generation as well as to reduce maternal mortality rate. The government has worked a long way on achieving its goal as improving reproductive health is one of the goals in Millennium Development Goals (MDGs) which is now called Sustainable Development Goals (SGDs). Based on Indonesia Demography and Health Survey (SDKI) 2012, the maternal mortality rate (regarding to pregnancy, childbirth, and postpartum period) was 359 per100,000 successful childbirth. This rate is considerably high compared to that of the neighboring countries. Based on the data, the state and local government (province/regency/ municipality) is obliged and in charge of reducing maternal mortality as it is subject to Laws No 23 of 2014 on the Local Government. As stated therein that health is a mandatory issue related to primary public service. Hence, the government, Local Government in Provinces, Regencies/ Municipalities is subject to provide it by administering policies as tools to fulfill civil rights on health facilities particularly for mothers by providing reproductive health services.
