Abstract

The main focus of public policy in a modern state is a public service, which in principle is the responsibility and implemented by the government to maintain or improve the quality of people's lives. The essence of public service is the provision of excellent service to the community. Said excelence has a consequence that must be understood correctly by public officials. Said excelence to be a mission that will animate every unit of public services. Since the main purpose of public service is meeting the needs of users, service providers must be able to identify and carry out policy innovations related to the user's needs. The model that adequately reflect the involvement of users and service providers with a dialogical approach is consultative based Policy Innovation Community. The concept of community-based Denhardt and Denhardt line of thought that brings a new paradigm of public service, namely public service pay attention and focus on the interests of the community.
