Policy Network in Improving the Quality of Meranti Slum Area Effort to Realize Sustainable Cities and Settlements in Pekanbaru

- Abstract
This study focuses on analyzing the policy network in improving the quality of the Meranti slum area in Pekanbaru City as part of the effort to realize sustainable cities and settlements. Using a qualitative approach, data was collected through focus group discussions (FGDs) involving key stakeholders such as the Pekanbaru City Government, Kelurahan Sri Meranti and Meranti Pandak, and local communities. The findings reveal that the primary issue hindering the improvement of the Meranti slum area is the limited involvement of diverse actors, as collaboration is largely confined to the government, the military (TNI), and community members. The absence of participation from the private sector, academia, and media restricts the exchange of resources and innovative solutions. Analysis based on DeLeon and Varda's theory of collaborative policy networks highlights deficiencies in representation, reciprocity, horizontal power structure, embeddedness, trust and formality, participatory decision-making, and collaborative leadership. The current structure remains hierarchical, with decision-making dominated by government actors, leading to policies that are often unresponsive to local needs. There is also a disparity in stakeholder engagement between Kelurahan Meranti Pandak, which enjoys better collaboration, and Kelurahan Sri Meranti, which experiences weaker involvement. Moreover, inconsistent government actions have eroded community trust, while a lack of formal agreements limits effective collaboration. To address these challenges, the study recommends expanding actor representation to include the private sector, academia, and media, fostering mutual benefits, promoting participatory decision-making, and adopting collaborative leadership. Strengthening trust through transparent communication and formalizing partnerships are also essential. Implementing these strategies can create a robust policy network that enhances slum quality, ultimately supporting Sustainable Development Goal (SDG) 11 by promoting inclusive, safe, resilient, and sustainable cities and settlements in Pekanbaru.
