- Abstract
The main aim of this research is to thoroughly examine the critical role played by the direction and leadership of regional heads in ensuring the delivery of equitable public service. This study has revealed that the discretionary powers granted to regional heads can be effectively utilized to enhance and reform public service mechanisms, aligning them with the ever-evolving needs of society. The findings also show that the decisions made through discretion can significantly contribute to fairness and justice in public services. Moreover, discretionary power, when applied responsibly in this context, helps to integrate social sustainability principles into public policy, fostering long-term social equity and the well-being of diverse communities. Thus, through prudent and well-considered discretionary actions, regional leaders can ensure that public services evolve in a manner that promotes long-term social well-being and equity for all members of society.
