The paper dwells on NCO’s competence for future posts and on the military English course for non-commissioned officers, to analyze the construction of NCO’s learning strategy with the background of information technology. It also creates a training model and an evaluation system of learning strategy: process control----knowledge feedback----behavior correction, which presents a relatively positive result.
