- Abstract
Consultative democracy have flourished in China’s urban and rural community, and there has gradually emerged a multi-level and diverse development trend. It is imperative to establish and improve the mechanism of consultative democracy in communities. The actively exploration aboutthe consultative democracyoccurs in various districts, streets, resident’s committees, towns, villages and other areas in Shanghai. Theexploration effectively implements the spirits of central instructions and No. 1 Document of the Shanghai Municipal Committee of the CPC from the aspects of community party building, villageautonomyand resident autonomy, social management, improving system, strict regulation, and practical implementation. The work of promoting the innovation system, perfecting mechanism, courageous exploration and practical practice of urban and rural community consultative democracy has formed a replicable and explorable experience.Providing a feasible case about the improvement ofthe execution of the party’s and government’s policy, and making the policy more targeted.It will provide reference for the innovation of the construction of new institutional mechanisms for consultation between urban and rural communities with broad consultation, rich content, scientific procedural, improving system and remarkable results.
